Dynamic Purchasing System for Children, Young People, and Care Leavers Support Services
Warrington Borough Council is establishing a Dynamic Purchasing System (DPS) for the provision of various support services for children, young people, and care leavers. This DPS offers suppliers the opportunity to apply to deliver a range of specialist services supporting vulnerable young people and families across Warrington. The flexible structure allows providers to join at any time during the agreement’s lifetime.
The procurement is divided into the following lots:
Lot 1 – Outreach Support (Standard Needs)
Support for CYP and families through in-home and community-based outreach, supervised contact, and in-home or hospital supervision. This service targets children with a broad range of needs, including those subject to child protection plans or at risk of harm.
Lot 2 – Outreach Support (Complex Needs)
Specialist in-home and community-based care and support for children and young people (CYP) with complex needs and disabilities. Services include personal and medical care, respite support for families, and assistance in developing independent living skills.
Lot 3 – Supported Accommodation for Young People (16-17 Leaving Care)
Accommodation and support for care leavers aged 16-17 transitioning to independence. Properties provide individual living areas, 24-hour onsite support, and tailored assistance to develop life skills, promote independence, and reduce the risk of homelessness.
Lot 4 – Short to Medium-Term Accommodation (Post-18)
Accommodation for care-experienced young adults and asylum-seeking young people aged 18+ requiring short to medium-term housing. The service provides support while individuals await permanent housing or immigration decisions.
Lot 5 – Specialist Assessments and Therapeutic Services
Provision of expert assessments and therapeutic interventions for children, young people, and families involved in social care, legal proceedings, or requiring trauma support. This includes paediatric, psychiatric, and psychological assessments, therapeutic support, and expert witness services.
