Reaching Final Interview Stage – Barking Children’s Services Framework

Tender Overview

In June 2025, we supported our client in successfully progressing to the final interview stage of Barking & Dagenham Council’s Bespoke Packages of Care Framework for Children in Need, Children in Care, Children with a Disability and Children subject to a Child Protection Plan. This two-stage evaluation process required first passing rigorous Method Statement Questions, followed by a presentation and interview worth 5% of the overall tender weighting.

Our client wanted to establish themselves within Barking & Dagenham’s children’s services market, specifically targeting bespoke care packages for vulnerable children across multiple categories. While they had experience in children’s services, this framework required demonstrating capability to work with some of the most complex and sensitive cases in child protection and disability support.

Main Challenges

Despite having children’s services experience, the two-stage evaluation and high-stakes interview process presented significant challenges:

Severe presentation anxiety and fear of failure: Our client was absolutely terrified of the interview and presentation process, having never presented to a local authority evaluation panel before. They were paralysed by fear of stumbling over words, forgetting key points, or failing to demonstrate their expertise under the pressure of live evaluation.

Method Statement complexity: The requirement to score 3 or above in each Method Statement Question covering such diverse and sensitive areas as child protection, disability support, and care services required depth of knowledge and evidence that our client struggled to articulate professionally.

48-hour case study pressure: The knowledge that they would receive case study details only 48 hours before the interview created enormous anxiety about their ability to prepare compelling presentations on complex children’s services scenarios within such tight timeframes.

Multi-category expertise demonstration: Proving capability across children in need, children in care, disabled children, and child protection cases required different skill sets and knowledge bases that needed to be demonstrated convincingly to evaluation panels.

Interview panel intimidation: The requirement for attendance by the person responsible for service delivery (including managing Registered Qualified Social Work Managers) meant our client’s senior staff would be directly evaluated, creating personal and professional pressure they had never experienced in procurement processes.

Strategic threshold management: Our consultants explained that achieving 3 or above in each of the 6 evaluation areas (case study + 5 questions) was essential for framework consideration, requiring consistent quality across all responses rather than compensating weak areas with strong ones.

Panel dynamics coaching: Our consultants provided guidance on how to interact professionally with evaluation panels, present complex information clearly, and respond to challenging questions while maintaining confidence and demonstrating expertise throughout the interview process.

Results

On 30th June 2025, our client received official confirmation from Barking & Dagenham Council that they had successfully achieved scores of 3 or above in each Method Statement Question, qualifying them for the presentation and interview stage of the evaluation process.

Their success in Part 1 established them among the qualified providers invited to demonstrate their capabilities through live presentation and interview, with case study details to be provided 48 hours before their scheduled interview date and final framework decisions expected by the end of July 2025.
