18-023 Accommodation and Support for Young People aged 16-25
This opportunity relates to the provision of a range of accommodation and support packages for young peopleaged 16 to 25 years who are looked after or who have left care and have identified support needs.
The services provided will be person centred; delivered by providers who are values led and have young peopleat the heart of their service.
The main aims of these services are that young people are safe and secure, are prepared and ready foradulthood and independence, and supported to develop resilience and the ability to make good decisions.
The Council is establishing a system variously known as a ‘Flexible Purchasing System’ or a ‘Pseudo DynamicPurchasing System’ under the Light Touch Regime in accordance with the Public Contract Regulations 2015 forthe provision of homes and help for young people aged 16-25.
The system will comprise of two Tiers. The top ten highest scoring organisations will be appointed to each Lotfor Tier 1 of the system, all other remaining applications will be appointed Tier 2 status if they meet the qualitythreshold as defined in the tender documentation.
The Flexible Purchasing System comprises a number of Lots as follows:-
Lot 1: Group Living (purchase by placement)
Please note if you are applying for this lot, there is an immediate requirement for 6 placements on a blockbooking basis.
Properties must be 4 beds or under and located within the Rotherham Borough.
Lot 2: Supported Tenancy
Lot 3: Floating Support
Lot 4: Family Based Support and Accommodation

The system will award the following over the life of the FPS via either the direct award or mini competitionprocedure as defined in Appendix 1 – 16+ Flexible Purchasing System Rules
• Individual packages for specific service users.
• Future ‘block contracts’ as requirements arise
It is anticipated that the system will commence on 01/10/2019 and it is estimated the system will run for a periodof 10 years, this is an estimate only and subject to continuation if the system continues to meet the requirementsof the Authority.
The Overarching agreement has no expiry date and therefore will conclude if and when RMBC terminate thisagreement. Given that Tier 1 providers are not obliged to accept any particular work or volumes of work therewill be no need for the Tier 1 provider to terminate the Overarching agreement.
An individual placement agreement may or may not include an expiry date. In any case the individual placementagreement has termination provisions allowing termination by either side.
The anticipated spend via the system is in the region of £2.4M per annum. The basis for these estimates isthe last 4 years of expenditure. However these costs are indicative and do not carry any guarantee of value orvolume of business over the system
