Tender Overview

In December 2025, we supported GND Support Ltd in securing admission onto Milton Keynes City Council’s Supported Living Services Framework (Reference: 2024-251) for Lot 4: Supported Living for People with Other Support Needs. This significant framework success, confirmed on 22nd December 2025, established them as one of only ten approved providers selected for this competitive four-year framework running from 19th January 2026 to 18th January 2030.

The framework was evaluated under Public Contracts Regulations 2015 (PCR 2015) using most economically advantageous tender criteria, requiring providers to demonstrate comprehensive capability across quality and commercial dimensions whilst competing against numerous providers seeking access to Milton Keynes’ supported living commissioning opportunities. This competitive framework exemplifies why providers increasingly rely on AssuredBid’s expert bid development support to navigate complex evaluation methodologies and position competitively within limited-admission frameworks where only the highest-scoring tenders secure places.

GND Support Ltd, based in Milton Keynes, wanted to establish their position within Milton Keynes City Council’s supported living commissioning framework, securing access to call-off opportunities for supporting people with other support needs across the borough. The framework structure, limiting admission to only ten providers, created intense competition where successful providers needed to demonstrate exceptional capability to rank within the top-scoring tenders.

Framework Structure and Requirements

Milton Keynes City Council’s Supported Living Services Framework (FTS Contract Notice Reference: 2025/S 000-006809) was structured to identify and admit a limited number of high-performing providers capable of delivering supported living services for people with other support needs across the borough. The framework evaluation methodology, detailed in the Invitation to Tender (ITT), assessed tenders using most economically advantageous tender criteria combining quality and commercial dimensions.

The competitive nature of this framework, with only ten provider places available across Lot 4, required exceptionally strong tender submissions demonstrating comprehensive capability across all evaluation criteria. Providers needed to navigate detailed ITT requirements, Standard Selection Questionnaire documentation, and complex evaluation methodologies whilst positioning themselves competitively against numerous competitors seeking the same limited framework places.

The framework also required successful providers to complete due diligence processes including submission of audited accounts for the two most recent years (where applicable) and documentary evidence of adequate insurance cover as specified in the Standard Selection Questionnaire, with only three days allowed for post-award evidence submission following notification of provisional admission.
